Coleen has worked in the utility management and billing industry since 1996, gaining broad industry expertise early in her career. She has worked in a number of positions that have given her experience with rates and regulations, corporate training, billing, and customer service. In 2005, Coleen began working with the military utility housing program, quickly becoming the leading expert in the military privatization program. Her vast military billing experience ranges from the billing process and rate verifications to baseline and utility allowance methodology and client trainings.

She brings a great deal of experience to the team.” Coleen is now part of the ownership group of Conservice, and has long-term plans to work with Conservice to expand the Military Solutions program.
Coleen has a Bachelor’s Degree in Business Administration from San Diego State University and an MBA from National University. She also holds a Green Belt in Six Sigma.
